4.9 from 138 reviews

This Low Carb Philly Cheesesteak Casserole combines the classic flavors of a Philly cheesesteak sandwich with a hearty, baked casserole format that’s perfect for a comforting, low-carb meal. Made with ground beef, sautéed onions and peppers, plenty of gooey cheese, and a touch of Worcestershire sauce for depth, this dish is easy to prepare and delivers big on flavor without the carbs of traditional bread.

Ingredients

Scale

Meat and Vegetables

  • 2 lbs ground beef (80/20 fat ratio preferred)
  • 1 large onion, diced
  • 2 large bell peppers (green, red, or mixed), diced
  • 2 cloves garlic, minced

Dairy and Sauces

  • 8 oz cream cheese, softened to room temperature
  • 8 oz provolone cheese, sliced
  • 1.5 cups mozzarella cheese, shredded
  • 2 tbsp Worcestershire sauce

Other

  • 1 tbsp olive oil
  • Salt and pepper to taste

Instructions

  1. Preheat and Prepare Pan: Preheat your oven to 350°F (175°C). Lightly grease a 9×13 inch casserole dish or similar baking dish to prevent sticking.
  2. Sauté Vegetables: In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the diced onion and bell peppers and cook for about 5 minutes until they are softened. Add minced garlic and cook for an additional 1 minute until fragrant.
  3. Brown the Ground Beef: Add the ground beef to the skillet with the sautéed vegetables. Cook, breaking up the meat with a spoon, until fully browned and no longer pink. Drain excess fat if necessary. Season with salt, pepper, and Worcestershire sauce, stirring well to combine.
  4. Add Cream Cheese: Reduce the heat to low and add the softened cream cheese to the skillet mixture. Stir continuously until the cream cheese is completely melted and incorporated, forming a creamy mixture with the beef and vegetables.
  5. Assemble the Casserole: Spread half of the provolone slices evenly on the bottom of the prepared casserole dish. Layer the beef and vegetable mixture over the provolone. Sprinkle the shredded mozzarella evenly on top, then finish by layering the remaining provolone slices.
  6. Bake: Place the casserole in the preheated oven and bake for 20-25 minutes or until the cheese is melted, bubbly, and slightly golden on top.
  7. Serve: Remove from the oven and allow the casserole to rest for 5 minutes before serving. This helps the layers set slightly for easier slicing.

Notes

  • Ground beef with an 80/20 fat ratio ensures flavorful and juicy results; leaner meat may result in a drier casserole.
  • Worcestershire sauce adds umami depth but can be omitted or substituted with soy sauce for different flavor profiles.
  • Feel free to use one color of bell pepper or a mix, depending on your preference and availability.
  • Make sure to soften the cream cheese for easier blending into the beef mixture.
  • This dish stores well—reheat leftovers covered in the microwave or oven for best results.
